USAF - HUD EU Drawing Updates - MRAS

The U.S. General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify capable contractors for a critical engineering project. The primary objective is to provide recurring engineering services for updating proprietary legacy technical data associated with the F-16 Heads-Up Display Electronics Unit (HUD EU) and related components. This initiative supports the Defense Logistics Agency's (DLA) National Stock Number cataloging efforts, which are essential during significant Software Capability Upgrade (SCU) Operational Flight Program releases.

The scope of work includes comprehensive engineering and configuration management services to maintain and update proprietary drawings for the HUD EU Line Replacement Unit (LRU) and Shop Replaceable Unit (SRU). The contractor will ensure that all technical data packages accurately reflect new part numbers and hardware configurations that drive SCU Releases. This involves evaluating configuration changes, incorporating them into existing drawings, ensuring compliance with DLA cataloging requirements, and generating necessary Engineering Change Notices or Organic Change Notices to document revisions.

Specific tasks under this contract include updating engineering drawings by evaluating configuration changes such as part number rolls and CAGE code transitions. The contractor must ensure these updates meet current DLA cataloging requirements by incorporating any missing technical data. Additionally, the finalized technical data must be delivered in a format suitable for upload into U.S. Government repositories to facilitate DLA NSN requests prior to fielding.

This work is driven by the F-16 SCU OFP fielding schedule, requiring updates for every major baseline release and any iterative software release that necessitates hardware or software part number changes for the HUD EU or its subcomponents. The contract allows flexibility to execute these updates as required estimated at one to three drawing revisions per year to prevent work stoppages during agile software fielding.
