USAF - FY26 Installation Restoration Program Services East - MRAS

On behalf of the United States Air Force (USAF), the General Services Administration (GSA) is conducting market research to identify capable contractors for providing environmental remediation services under the Installation Restoration Program (IRP). This initiative involves addressing environmental concerns at Charlotte Air National Guard Base (ANGB) in North Carolina, and former locations in Memphis, Tennessee, and Richmond, Virginia. The primary goal of this contract is to ensure compliance with environmental regulations while minimizing disruptions to military operations at these sites.

The work requested involves comprehensive Remedial Action-Operation (RAO) and Long Term Maintenance (LTM) activities. Contractors are expected to provide all necessary personnel, equipment, tools, materials, supervision, and quality control measures. They must adhere to Federal, State, and local regulations as well as Department of Defense (DoD) and Air Force policies. The tasks include addressing contamination issues such as those posed by per- and polyfluoroalkyl substances (PFAS), which have been detected in groundwater at the specified installations.

Contractors will be responsible for characterizing and disposing of all investigation-derived and remediation-derived wastes without additional government expense. They must also prepare a Performance Metrics and Measurement Plan (PMMP), detailing measurable milestones that demonstrate progress toward achieving objectives like contaminant reduction. This plan should also outline payment schedules linked to milestone success.

Furthermore, contractors are required to support public affairs efforts related to the scope of work, participate in Five-Year Review processes, and contribute to Remedial Process Optimization efforts. For sites needing RAO or LTM beyond five years or post-contract period of performance, contractors must perform a Life Cycle Cost Analysis (LCCA) and develop an Optimized Exit Strategy or Transition Plan for ongoing maintenance responsibilities.
