The National Guard Bureau (NGB) Environmental Division, Restoration Branch (A4VR) is seeking environmental remediation services for Installation Restoration Program (IRP) sites at multiple installations. The installations include Burlington Air National Guard Base (ANGB) in Vermont, New Castle ANGB in Delaware, Pease ANGB in New Hampshire, Stratton ANGB and Stewart ANGB in New York. The contractor will be responsible for providing all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Remedial Action-Operation (RAO), Long Term Maintenance (LTM), and Site Closeout (SCO) activities at these sites. The contractor will also be responsible for obtaining necessary access, registrations, certifications, licenses, and permits and complying with federal, state, and local regulations. The period of performance for this contract is 48 months.

At Burlington ANGB in Vermont, the contractor will conduct two years of weekly and monthly operation and maintenance (O&M) of an existing PFAS groundwater treatment system. At New Castle ANGB in Delaware, the contractor will conduct two years of semiannual and annual long-term monitoring events for four monitoring wells. At Stratton ANGB and Stewart ANGB in New York, the contractor will conduct two years of quarterly and annual long-term monitoring events for four monitoring wells. The contractor will be responsible for conducting sampling, analysis, reporting, and well construction activities at these sites.

Overall, the contractor will be required to hold project kickoff meetings, regulatory meetings, and recurring status meetings to ensure effective communication with project stakeholders. They will also be responsible for submitting comprehensive annual inventories of well sampling points and electronic geospatial data. All reports and documents must be prepared following ANG and regulatory review and comment.

It is notable that the contractor will be responsible for utility costs associated with any metered remediation systems associated with this task order. Additionally, the contractor must comply with all applicable installation/facility access and local security policies and procedures, including obtaining base identification and vehicle passes for personnel requiring access to the installations.
