The United States Air Force Academy (USAFA) is seeking a non-personnel services contract to provide advisory and assistance services for the USAFA FOIA/Privacy Act Office. The contractor will be responsible for processing FOIA requests, tracking and reporting key FOIA metrics, providing training to FOIA monitors, and assisting with backlog reduction. The contractor will also be required to draft IDA letters, process appeals, and maintain a quality control program. The contract performance period is expected to start on 17 January 2024. The place of performance will be at the USAFA in Colorado Springs, CO. The contractor will be accountable solely to the Contractor who, in turn, is responsible to the Government.

The contractor will be responsible for processing approximately 99 backlogged FOIA requests within 10 months of award. They will also provide weekly status reports and a monthly FOIA Crosscheck report for the Director of Staff. Additionally, the contractor will provide training to USAFA FOIA and Privacy monitors and assist with tracking and reducing the FOIA case backlog by 10% or closing the ten oldest cases per fiscal year. The contractor will also be responsible for maintaining a quality control program to ensure that contracted services are performed in accordance with the PWS and within industry practices.

The government will provide basic office items required to complete job duties. The contractor will be required to develop and maintain a Quality Control inspection system to ensure quality services are provided. They must also submit a Quality Control Plan to the CO and maintain records of all audits and inspections. The government may assess reductions in monthly payments if surveillance requirements exceed certain thresholds.

Overall, this opportunity provides an important role in supporting the USAFA FOIA/Privacy Act Office in processing FOIA requests, reducing backlog, and maintaining quality control.
