USAF - Enterprise Learning Management System SaaS - MRAS

The U.S. General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify potential solutions for an enterprise-level Learning Management System (LMS) provided through a Software as a Service (SaaS) model. This initiative is specifically aimed at supporting the Air Education and Training Command (AETC) within the Department of the Air Force (DAF). The primary objective of this requirement is to facilitate unclassified formal training, including the secure handling and transmission of Controlled Unclassified Information (CUI) at Information Impact Level 4 (IL4). The envisioned system will enable access to training materials and completion of courses over the commercial internet, with provisions for scalability to meet additional DAF training needs.

The scope of work involves delivering a comprehensive, cloud-hosted LMS solution that encompasses necessary licensing, cloud storage, implementation support, and user training. The platform must be capable of supporting a baseline user group ranging from 40,001 to 50,000 individuals, with scalability options allowing for up to 100,000 users including students and staff. The contract performance period is structured as a one-year base period followed by four optional one-year extensions.

To align with DAF's training and operational objectives, the LMS solution must offer specific technical capabilities. These include providing core LMS licenses for cloud-hosted access to users within the specified range and offering two separate options for adding additional user groups of 20,001 25,000 each. Additionally, it should include baseline cloud storage capacity of 2 Terabytes with an option for an extra 2 TB. Integrated software tools are also required to ensure accessibility compliance for course content initially accommodating 10,000 users with an option to add another set of 10,000 users. Furthermore, data visualization and analytics tools should be integrated into the system for enhanced data handling.
