Description

On behalf of the United States Air Force (USAF), the General Services Administration (GSA) is conducting market research to explore capabilities related to the operation, sustainment, and modernization of the Air Force Weather (AFW) Cloud. This initiative falls under the purview of the Aerospace Management Systems Division within the Air Force Life Cycle Management Center (AFLCMC). The overarching goal is to transform and enhance the existing cloud-based weather forecasting and information processes, ensuring they are agile, secure, and capable of delivering high-quality weather intelligence across multiple security levels.

The AFW Cloud serves as a critical component in providing timely and precise weather services essential for national security operations. The system currently operates on an AWS-based platform and processes vast amounts of environmental data through high-performance computing systems. This data drives forecasts, climatology analyses, mission support operations, and other weather-related outputs. The modernization effort aims to integrate cutting-edge technologies such as Artificial Intelligence (AI) into data processing workflows to improve decision-making capabilities for end-users.

The scope of work is divided into six distinct sections that encompass various interrelated tasks necessary for achieving project goals. These tasks include maintaining seamless operation across different security enclaves from Unclassified to Top Secret/SCI while managing risk through frameworks like RMF for achieving Authority to Operate (ATO). Additionally, there is a strong emphasis on using agile methodologies such as SAFe to ensure continuous modernization and technical debt reduction within the system.

Respondents are invited to provide information on their capabilities in any or all sections outlined in the RFI. While each section can be addressed independently by different vendors, successful implementation will require deep collaboration and integration across all areas due to their interconnected nature. The government anticipates holding a Lead System Integrator role but encourages responses that showcase expertise in specific sections or combinations thereof.
