USAF - Engineering Support Services - Fresno Yosemite Intl ANGB - MRAS

The U.S. General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify potential vendors capable of providing engineering support services for Project HAYW252001 at the Fresno Yosemite International Air National Guard Base in California. This initiative is part of a broader mission conversion effort as the 144th Fighter Wing transitions from operating F-15C aircraft to the more advanced F-15EX models. The project aims to repair and reconfigure existing squadron operations facilities to meet new operational and security requirements, including compliance with ICD/ICS 705 standards.

The scope of work involves facilitating a comprehensive planning charrette and producing a detailed Planning Charrette Report (PCR) alongside a formal PowerPoint presentation. The vendor will be responsible for initiating the project by reviewing all relevant Government-Furnished Information (GFI) and engaging with key stakeholders through a project kick-off meeting. Following this, the vendor will lead a multi-day planning charrette designed to validate project requirements, confirm scope, and refine preferred courses of action. This includes developing an agenda, facilitating discussions, and documenting outcomes such as decisions and action items.

Subsequent tasks include completing the PCR using gathered data from both GFI and charrette discussions. The report must provide an in-depth analysis that includes descriptions of preferred courses of action along with alternative options, comprehensive space analysis, cost estimates for facilities, and considerations for environmental, security, phasing factors among others. Additionally, the vendor will prepare an Advanced Planning PowerPoint Presentation summarizing all developed information for executive-level review.

Deliverables are expected in electronic formats including draft and final versions of both the Planning Charrette Report in MS Word format and the Advanced Planning Presentation in MS PowerPoint format. These documents must incorporate government feedback prior to final submission to ensure alignment with USAF's strategic objectives for this significant infrastructure upgrade at Fresno Yosemite ANGB.
