USAF - Energy Support Services - MRAS

The United States Air Force (USAF), through the General Services Administration (GSA), is conducting market research to identify capable entities for providing comprehensive energy support services. This initiative is spearheaded by the Air Force Office of Energy Assurance (OEA) in conjunction with the Air Force Civil Engineer Center (AFCEC). The primary goal is to enhance energy resilience and assure mission continuity across Department of the Air Force (DAF) installations. The OEA plays a crucial role as a Resilience Integrator, aligning its efforts with the Secretary of the Air Force's objectives to sustain strategic superiority amid global competition.

The scope of work involves delivering expert engineering services that include energy analysis, installation energy planning, and development of resilient energy programs. The contractor will provide technical, managerial, and training expertise to support major commands and installations worldwide. Key tasks include conducting Energy Resilience Readiness Exercises (ERREs), developing Installation Energy Plans (IEPs), and executing utility privatization efforts. Additionally, innovative solutions such as microgrid development, water capture from atmosphere technologies, and integration of renewable energy sources like wind and solar power are sought to bolster resilience across DAF installations.

Professional services required under this contract encompass organizing data, performing analytical assessments, offering specific technical expertise, and proposing solutions tailored to address challenges within the DAF Facility Energy Community. Contractors will assist in collecting and analyzing energy performance data, identifying security gaps in resilience plans, maintaining existing plans for energy assurance and resiliency at installations, and recommending projects funded through various sources such as Military Construction (MILCON) or third-party financing.

Furthermore, contractors are expected to ensure compliance with existing legislation and policies from multiple levels of government including directives from the Office of the Secretary of Defense (OSD) and Headquarters Air Force guidance. They will manage electronic documentation on government systems related to Department of Defense guidance, executive orders, congressional legislation among others while seeking collaboration opportunities with community partners for enhanced energy resilience initiatives.
