Description

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to support the Department of the Air Force Damage Assessment Management Office (DAF DAMO). This office plays a critical role in analyzing compromised Air Force data resulting from cyber incidents that involve Defense Industrial Base (DIB) partner networks. The primary goal is to assess the damage these cyber intrusions cause to the Air Force's warfighting capabilities, acquisition programs, and technological initiatives. To achieve this mission, DAF DAMO seeks expert contractual support covering various domains such as operations, intelligence, policy, and cyber intrusion damage assessment.

The work being requested involves acquiring non-personal services to conduct comprehensive cyber damage assessments. These assessments aim to determine the extent of data compromise due to cyber intrusions into DIB partner networks and evaluate their overall operational impact on USAF activities. The contractor will be responsible for providing all necessary personnel, equipment, facilities, and supervision required for these services. This includes offering program management and Operations & Maintenance (O&M) support to evaluate, monitor, coordinate, and report on DAF DAMO's activities.

Key tasks for the contractor include conducting thorough damage assessments on both DIB partner networks and Department of War Information Networks (DOWIN). Additionally, they will analyze how data loss impacts warfighting capabilities as well as weapons programs and research projects. The contractor must effectively integrate intelligence data with advanced technologies while adhering to established policies to provide expert advice and solutions in areas such as cyber intrusion damage assessment, incident response and reporting, and triage analysis.
