USAF - Cybersecurity Support Services - MRAS

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to assess the capabilities of small businesses in providing cybersecurity support services. This initiative is specifically aimed at supporting the 19th Air Force Flying Training Center of Excellence (19 AF/FTCOE) and involves a comprehensive evaluation to determine if the acquisition can be set aside for small businesses, particularly those classified as Woman-Owned Small Businesses (WOSB). The ultimate goal is to ensure that cybersecurity measures are robustly implemented across various simulation environments, enhancing information security and safeguarding sensitive data within these critical training platforms.

The scope of work outlined in this Request for Information (RFI) includes providing computer systems services that will serve as a backbone for information security within commercial simulation environments. The selected contractors will be responsible for supporting multiple cloud environments, maintaining third-party simulation components, and developing policies and procedures specific to information systems. Additionally, they will need to provide written vulnerability and risk assessments, monitor network access, respond to security breaches, and manage reported incidents across the Pilot Training Transformation platform. The work requires a deep understanding of cybersecurity protocols and experience with implementing NIST SP 800-53 Revision 4 and 5 controls.

This potential contract opportunity is set under NAICS code 541512 Computer System Design Services with a size standard of $34 million. The anticipated contract structure includes a base period of one year with four additional one-year option periods, making it a long-term engagement opportunity for qualified firms. This survey seeks detailed information about past experiences in similar contracts, roles as prime or subcontractor, experience with federal government cybersecurity contracts, and specific technical competencies such as obtaining Authority to Operate (ATO) certifications.
