USAF - Cyber Awareness Course - MRAS

The United States Air Force (USAF), in collaboration with the General Services Administration (GSA), is undertaking market research to identify potential contractors capable of providing cybersecurity training to the Saudi Arabia Ministry of Interior Facilities Security Forces. This initiative is part of a broader security cooperation program aimed at enhancing international partnerships through education and technology transfer. The program is managed by the Air Force Security Assistance Training Squadron (AFSAT), which oversees USAF-sponsored international training and education efforts.

The primary objective of this contract is to deliver specialized cybersecurity training as outlined in the Performance Work Statement (PWS). The contractor will be responsible for conducting Type 1 Special Training, as per AETCI 36-2219, under the auspices of the Security Assistance Program Training. This involves preparing comprehensive training materials and ensuring that all instructions are delivered in English, with Arabic translators provided by the contractor to facilitate understanding among trainees. The scope of work includes not only technical instruction but also knowledge transfer to empower personnel within the Saudi Arabian security forces.

In addition to providing non-personal services, contractors must adhere to specific administrative and management requirements. These include establishing clear organizational structures for resource management, maintaining effective communication channels between AFSAT and various service locations, and ensuring compliance with all contract specifications. The contractor will also need to develop a CONUS Emergency Evacuation Plan as part of their safety and security obligations within the Foreign Military Sales (FMS) Training Program.

This project represents an important component of USAF's commitment to fostering international collaboration through strategic educational initiatives.
