The Air Force Lifecycle Management Center (AFLCMC) Aerial Networks Division (HNA) is conducting market research for the procurement of Link 16 Alaska (LAK) Contractor Logistics Support (CLS). The purpose of this Request for Information (RFI) is to gather information from potential business sources regarding their capabilities to provide CLS for the LAK system. The LAK system is a ground-based Tactical Data Link (TDL) coverage area that provides command and control of air assets in the Alaskan Area of Responsibility (AOR). The CLS support functions include engineering support, spare parts identification, maintenance, and infrastructure support.

The timeframe for the acquisition is not specified in the summary. The place of performance/delivery is Joint Base Elmendorf Richardson (JBER) and 15 remote locations throughout the state of Alaska. Respondents to this RFI are advised that the U.S. Government will not pay for any costs associated with responding to this RFI, and there is no obligation for the Government to provide feedback on submitted information. This RFI does not constitute a solicitation for bids or proposals, and it does not commit the Government to award a contract.

The objectives of this RFI include identifying qualified sources capable of providing CLS for the LAK system and addressing mission critical needs such as remote re-key capability, regulatory compliance, monitoring and response procedures, testing capabilities, infrastructure transition, coordination with other CLS contractors, regulatory compliance with radio frequency agreements, and technical data package maintenance. Interested contractors are requested to provide information on their capabilities and past TDL experience.

Overall, this RFI serves as an information-gathering exercise by AFLCMC/HNAA to assess potential sources for providing CLS for the LAK system. It does not guarantee any future solicitations or contracts, and respondents should be aware that all costs associated with responding to this RFI will be at their own expense.
