USAF - Construction Mgmt Information System (CMIS) - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the United States Air Force (USAF) to identify potential contractors capable of configuring, implementing, and managing a Construction Management Information System (CMIS). This initiative supports the Air Force Civil Engineer Center's (AFCEC) Facilities Directorate Technical Services Division. The overarching goal is to enhance project management capabilities across the Department of the Air Force (DAF), Air Force Reserves (AFR), Air National Guard (ANG), and other federal agencies, as well as private sector contractors.

The CMIS is a cloud-based, commercial off-the-shelf software solution that has achieved FedRAMP authorization. This indicates compliance with rigorous security standards, making it suitable for federal use. The system aims to streamline project management processes by providing an intuitive and collaborative platform for project teams. Given the scale of operations managed by the DAF over 4,000 contracts annually worth $4 billion the CMIS will serve as a critical tool in ensuring efficient and effective project delivery. Projects range in complexity and value, necessitating a robust electronic management system to replace outdated methods involving disparate databases and spreadsheets.

The scope of work includes finalizing configuration and migration tasks, maintaining Authority to Operate (ATO), providing unlimited Kahua software licenses for various users including DAF, ANG, DLA, and external contractors, along with comprehensive training and support services such as helpdesk operations. The contractor will also be responsible for ongoing maintenance and enhancements to ensure that the CMIS remains fully operational. This system will support diverse requirements across different customer-funded executions within DAF, ANG, and AFCEC.

Ultimately, this effort seeks to unify project management practices under a single platform that facilitates better coordination among decentralized teams operating worldwide at approximately 180 DAF locations. By leveraging the capabilities of CMIS alongside existing systems like NexGen IT for real property asset management, the initiative aims to minimize delays in contract awards and improve overall efficiency in executing facility design and construction projects.
