USAF - Combat Forces Capability and Munitions Analysis - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the United States Air Force (USAF) to assess capabilities related to a contract for Combat Forces, Capabilities, and Munitions Analysis (CFCMA) 2027. This initiative is spearheaded by the Headquarters Air Combat Command (HQ ACC), specifically the Directorate of Plans, Programs, and Requirements Directorate's Analysis Division (A9A). The primary goal of this contract is to provide high-quality analytic support that will aid ACC leadership in making informed decisions regarding requirements, force structure, readiness and sustainment, and munitions procurement. Given the current budget environment, such analyses are crucial for strategic planning and operational effectiveness.

The scope of work involves providing contracted analytic support that utilizes a variety of modeling and simulation tools. These tools are essential for conducting quantitative and qualitative analysis as well as risk assessments related to ACC forces and capabilities. The contractor will be responsible for creating and maintaining data structures that facilitate short notice responsive analysis capabilities as well as long-term studies. Key areas of focus include Research, Development, Test, and Evaluation (RDT&E), Mission Team support analyses, weapon system capability analyses, current and future force structure analyses, munitions analyses, and future trade-off studies such as Analyses of Alternatives (AoAs).

To fulfill these requirements effectively, the contractor must possess expertise in modeling & simulation tools like the Combat Forces Assessment Model (CFAM), Advanced Framework for Simulation Integration and Modeling (AFSIM), Weapons Effects Analysis Probability Software (WEAPS), among others. Additionally, knowledge in database management using platforms like Microsoft Office Access and Excel is required. The contractor must also be capable of performing post-processing visualization tasks along with scenario output analysis preparation presentation documentation.

This contract requires a level of effort equivalent to multiple full-time equivalent positions with specific clearance requirements such as TS/SCI/SAP. The successful execution of this contract will ensure timely delivery of critical analysis products that support key planning programming sustainment requirements decisions by senior ACC leaders.
