USAF - CENTCOM Analytical Planning Support Services - MRAS

The U.S. General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify capabilities related to analytical planning support services for the United States Central Command (USCENTCOM). This initiative is focused on enhancing strategic and operational planning within the Strategy, Plans, and Policy Directorate (CCJ5) at MacDill Air Force Base, Florida. The primary goal is to integrate experienced master defense analysts into USCENTCOM's J5-Plans divisions to support complex national and theater-level strategies and plans.

The contract seeks expert strategic and operational analysis services that will provide an analytical framework necessary for developing, assessing, and executing complex strategies. These master analysts will assist in all phases of campaign planning, from initial development through execution, while managing critical operational requirements such as force flow, global defense posture, and coalition contributions. Additionally, they will engage in extensive coordination with various military entities including the Department of War, Joint Staff, other commands as well as international partners. A significant aspect of their role involves leveraging emerging technologies like Artificial Intelligence (AI) to modernize the war planning process.

Under this task order, the selected contractor will provide master-level strategic analysts who will directly contribute to future military operations by supporting campaign and contingency planning efforts. Their responsibilities include contributing to policy development and strategy analysis while managing execution requirements such as Global Force Management (GFM) and Access, Basing, and Overflight (ABO) agreements. They will also be tasked with assessing the effectiveness of ongoing operations such as the USCENTCOM Campaign Plan (CCP) in synchronization with other Combatant Commands (CCMDs), Joint Staff directives, Department of War guidance, and coalition partner initiatives.
