The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify potential contractors for a virtual tutoring program. The primary objective of this contract is to enhance the Armed Services Vocational Aptitude Battery (ASVAB) scores for USAF applicants, thereby improving their Armed Forces Qualification Test (AFQT) scores to a minimum threshold and achieving specific line scores in Mechanical, Administrative, General, and Electrical categories.


The work requested involves the development and implementation of a fully virtual tutoring platform that is both accessible via desktop and mobile devices. The program should include self-paced modules, interactive live group tutoring sessions, and personalized study plans tailored to help enrolled members reach their desired ASVAB score targets. A key component of this initiative is ensuring that participants who do not initially meet the required scores are allowed free re-enrollment into the program until they achieve success.


Contractors must demonstrate a proven track record of successful ASVAB tutoring outcomes. Specifically, they need to provide evidence showing that their program has historically helped over 85% of enrolled members improve their AFQT and line scores in targeted areas such as Mechanical (47), Administrative (65), General (55), and Electrical (70). Additionally, proposals should outline enrollment statistics and cost-effectiveness by detailing past enrollment numbers alongside percentages of students meeting desired score thresholds.


This solicitation seeks contractors who can deliver high-quality tutoring services at competitive prices while maximizing enrollments.
