USAF - APY-1/2 5-Volt Power Supply Repair - MRAS

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify capable contractors for the repair of the AN/APY-1/2 5-Volt Power Supply avionics component. This initiative is crucial for maintaining the operational readiness and reliability of the E-3 Airborne Warning and Control System (AWACS) aircraft, which plays a vital role in USAF missions. The overall goal of this contract is to ensure a continuous supply of serviceable assets, thereby enhancing the mission capability rate and reliability of these critical systems.

The scope of work involves comprehensive depot-level repair services for specified APY-1/2 radar system hardware, specifically National Stock Number (NSN) 6130014513046CW with part number PS12295. Contractors are expected to adhere to accepted quality standards and resolve any issues identified through Product Quality Deficiency Reports (PQDR). A key aspect of this work is meeting established Turn Around Times (TAT) for repairs, which include a 10-day window for Mission Incapable (MICAP) items and an 8-day window for surge repairs. Timely reporting via the Commercial Asset Visibility Air Force (CAVAF) system is also a requirement.

In addition to repair services, contractors must maintain rigorous quality management systems as outlined in their Quality Control Plans, ensuring that no PQDR actions occur during contract performance. The contractor will be responsible for managing government property in accordance with Federal Acquisition Regulations, including proper documentation and reporting within the Procurement Integrated Enterprise Environment (PIEE). This ensures accountability and effective management of government-furnished property throughout the contract duration.
