USAF - Application and Portal Development and Maintenance - MRAS

The United States Air Force (USAF), through the General Services Administration (GSA), is conducting market research to support the United States Special Operations Command (USSOCOM) and its Intelligence Directorate (J2). The primary goal of this initiative is to enhance Identity Intelligence Operations (I2O) by developing, maintaining, and fielding advanced forensic software and portal solutions. This effort is crucial in supporting Document & Media Exploitation (DOMEX) and Special Operations Exploitation (SOFEX) activities across various USSOCOM components, including headquarters, deployed forces, and theater special operations commands.

The scope of work involves a comprehensive suite of tasks aimed at developing and maintaining government off-the-shelf (GOTS) and commercial off-the-shelf (COTS) software solutions. These include creating SOFEX portal development software, web-based applications, and other tools necessary for I2OE activities. Furthermore, the contractor will be responsible for providing around-the-clock support to worldwide operations through specialized portals. This entails not only the technical development of software but also ensuring seamless integration, rigorous testing, thorough documentation, and ongoing maintenance to meet operational needs.

Management requirements for this contract are stringent. The contractor must ensure a smooth transition of work control during phase-in/phase-out periods to avoid disruptions in ongoing missions. Qualified personnel must be provided who meet all skill requirements from day one without exceptions or waivers. Additionally, the contractor is expected to maintain high retention rates by swiftly filling any vacant positions with qualified candidates within specified timeframes. Surge capacity must also be managed effectively to accommodate additional operational demands as needed.

To ensure successful contract execution, performance issues and customer complaints must be addressed promptly according to predefined standards outlined in the Service Delivery Summary (SDS). Deliverables will be closely monitored by the Contracting Officer's Representative (COR) for quality assurance purposes. Any deficiencies identified in deliverables must be corrected within agreed timelines to maintain compliance with contractual obligations.
