Description

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify potential contractors capable of providing specialized engineering and technical support services for Audio Visual (A/V) and Video Teleconferencing (VTC) systems. This initiative is centered at the Air National Guard Readiness Center located at Joint Base Andrews, Maryland. The primary objective of this contract is to ensure that the A/V and VTC systems, which are critical for operational communication and collaboration, are maintained at optimal performance levels.

The scope of work involves comprehensive support for ten distinct A/V and VTC systems, which utilize advanced technologies such as Crestron and CYVIZ. These systems were initially designed and installed by the NAVAIR AV engineering department in 2022. The contractor will be responsible for managing dual-class cross-domain solutions, unclassified conference room systems with integrated VTC capabilities, and Microsoft Teams functionalities. Two of these systems are designed to accommodate over 50 personnel with multiple AV input sources from individual stations, while others incorporate large Planar video screens or simplified screen technologies to facilitate seamless video conferencing operations.

Contractors are expected to deliver all necessary personnel, equipment, tools, materials, vehicles, supervision, and services required for executing the tasks outlined in the Performance Work Statement (PWS). Additionally, they must adhere to a stringent Quality Control Plan (QCP) to guarantee compliance with contractual requirements. The contractor's performance will be evaluated against established standards through a Government Quality Assurance Surveillance Plan (QASP). It is imperative that all contractor employees comply with installation regulations regarding safety, security, fire protocols, traffic rules, and identification requirements while operating on base.

The contract includes a base period of performance lasting 12 months with the possibility of four additional option years. Notably, telecommuting is not authorized under this contract due to the nature of work required onsite at Joint Base Andrews. Contractors should also be prepared for potential unscheduled gate closures or delays caused by security measures at the installation without compensation adjustments. Regular progress meetings will be held post-award as per Federal Acquisition Regulations to ensure alignment between contractor deliverables and government expectations.
