Description

The U.S. Air Force (USAF), through the General Services Administration (GSA), is conducting market research to identify capable business sources for a Contractor Logistics Support (CLS) program. This initiative is managed by the Ground-Based Air Defense Sensors Division of the Air Force Life Cycle Management Center, Electronic Systems Directorate, located at Hanscom AFB, MA. The primary goal of this market research is to assess the availability and capability of contractors who can support terrestrial-based air defense sensors that are critical for detecting and tracking threats within the National Capital Region's complex airspace. These efforts are in direct support of air sovereignty and aerospace defense missions under North American Aerospace Defense Command (NORAD) and United States Northern Command.

The CLS program involves comprehensive logistics support for air defense sensors, including field site service support and Integrated Logistics Support. The maintenance concept employed is two-tiered, involving both Organizational-Level (O-Level) and Depot-Level (D-Level) maintenance activities performed by contractors in coordination with the Program Management Office. Given the classified nature of these systems, any potential contractor must have personnel cleared to handle SECRET-level information and have experience managing classified Department of Defense equipment.

Interested contractors are required to demonstrate their ability to manage system operations, software maintenance, sustaining engineering, and spares production for radar or similar systems. Additionally, companies should have experience maintaining legacy software systems and managing hardware end-of-life issues while ensuring consistent performance across geographically dispersed sites. The RFI seeks detailed information on past performance examples related to CLS activities as well as insights into managing proprietary-designed components that are not Commercial-Off-The-Shelf (COTS).

Responses should address various aspects such as relevant past experiences with CLS programs, existing security clearances held by staff members, access to SECRET-level facilities, experience with Risk Management Frameworks (RMF), compliance with NIST SP 800-53 security controls, and readiness level for Cybersecurity Maturity Model Certification (CMMC). Companies are encouraged to provide feedback on any requirements they find overly restrictive or commercially non-standard along with suggestions for alternatives where applicable.
