Description

The United States Air Force (USAF), through the General Services Administration (GSA), is conducting market research to support the Pacific Air Forces (PACAF) in achieving its strategic goals within the Indo-Pacific Command (INDOPACOM) theater. Headquartered at Joint Base Pearl Harbor-Hickam, Honolulu, HI, PACAF is a major command responsible for developing strategies and plans to enhance the USAF's operational capabilities in this region. The GSA's involvement aims to identify potential contractors capable of supporting PACAF's mission to rebalance forces in the Pacific Theater by providing specialized services and expertise.

The contract seeks to address various performance requirements critical for implementing "Rebalance to the Pacific" initiatives. This involves conducting survivability and lethality research, assessments, and analysis that will inform strategic planning and decision-making processes. Key tasks include providing program management, supporting joint training exercises, analyzing survivability and vulnerability threats, assessing mission readiness of weapons systems, developing strategic communications plans, and organizing symposiums. These efforts are designed to reinforce PACAF's ability to respond effectively to threats while maintaining operational superiority.

Deliverables under this contract are expected to enhance the lethality and survivability of a range of manned and unmanned weapon systems such as Air Operations Centers (AOCs), Unmanned Aerial Vehicles (UAVs), Command and Control platforms like AWACS, as well as critical infrastructure within PACAF's Area of Responsibility. The work will also encompass integration with advanced technologies including trusted Artificial Intelligence (AI), autonomy solutions, integrated network systems-of-systems, and space technology ensuring that PACAF remains at the forefront of military innovation.

Through this solicitation process managed by GSA on behalf of USAF, potential contractors are invited to demonstrate their capabilities in delivering these comprehensive services. The successful execution of this contract will significantly contribute towards ensuring that PACAF can maintain a robust defense posture within INDOPACOM while fostering collaboration with other military branches such as Pacific Fleet (PACFLT), United States Army Pacific (USARPAC), Marine Forces Pacific (MARFORPAC), and Special Operations Command Pacific (SOCPAC).
