The Air Education and Training Command (AETC) is seeking professional technical expertise to support its Recruit, Train, and Educate (RT&E) mission. The objective of the AETC/A3G Operations Support Services contract is to obtain professional support services as part of a government-led multi-functional team to manage cloud-hosted FD Learning Services used by AETC and its mission partners. The contractor will provide non-personal services technical assistance and advisory support, including project management, support and sustainment of the overall Learning Services effort, and analysis of functional requirements and current software and IT environment. The contractor will also be responsible for information system security management, course configuration service management, data management, test management, content/digital experience management, application development, cost analysis, business process management, technical advising, and learning services solution architecture. The contract has a base period of 12 months with four 12-month option periods.

The work to be acquired includes various tasks related to supporting the AETC RT&E mission. These tasks include requirements management, data management, test management, information system security management, course configuration service management, content/digital experience management, application development, cost analysis, business process management, technical advising, and learning services solution architecture. The contractor will be responsible for providing technical expertise in these areas to support the AETC/A3G Learning Services Operations Division. The contractor will work closely with stakeholders to analyze information needs and functional requirements, develop data standards and policies, manage information system security, configure course/content onboarding, review user feedback to improve user satisfaction, develop website architecture and functional databases and servers, conduct cost-related research, and support program strategy.

The acquisition timeframe for this contract is a base period of 12 months with four 12-month option periods. The place of performance/delivery is Joint Base San Antonio - Randolph in Texas. The contractor will be required to travel as necessary to attend meetings and fulfill the requirements of the contract, with estimated annual travel costs of $10,000. The contractor will also have access to government-furnished property, including a Windows PC, telephone, shared copier and printer, and necessary government-operated websites, applications, and online work folders.

Overall, this contract provides an opportunity for a contractor to support the AETC RT&E mission by providing professional technical expertise in various areas related to learning services. The contractor will work as part of a government-led multi-functional team to manage cloud-hosted FD Learning Services and provide advisory support to ensure the success of the AETC/A3G operations.
