The General Services Administration (GSA) is conducting market research on behalf of the United States Air Force (USAF) to identify potential contractors for a non-personnel services contract. This contract aims to provide Advisory and Program Management Support at the Medical Education and Training Campus (METC), located at Fort Sam Houston, Texas. The GSA seeks qualified service providers capable of delivering comprehensive support services without direct supervision from government personnel, ensuring that all activities are managed by the contractor who will be accountable to the government.

The METC was established following the 2005 Base Realignment and Closure Commission's directive, which consolidated enlisted technical medical training for the Army, Air Force, and Navy at Fort Sam Houston. This strategic move brought together major learning institutions such as the Naval School of Health Sciences from San Diego and Portsmouth, Navy Hospital Corps School from Great Lakes, and the 882nd Training Group from Sheppard Air Force Base. As a result, METC has become the largest military medical education facility globally, covering over 2 million square feet and accommodating more than 21,000 students annually across various medical training programs.

The primary objective of this contract is to assist METC in developing plans, programs, and procedures essential for its operations. Contractors will be responsible for drafting reports; providing reviews, evaluations, and recommendations on specialized topics; coordinating with program sponsors and technical personnel; supporting organizations; liaising with outside agencies; and supplementing METC faculty as needed. The goal is to enhance METC's capabilities in delivering high-quality medical education to military personnel across different branches.
