Description

The United States Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to gather information for a potential contract. This initiative is aimed at supporting the Headquarters Air Combat Command (HQ ACC) Directorate of Operations (A3) and Safety Directorate (SE). The overarching goal of this contract is to enhance the USAF's capability to organize, train, and equip the Combat Air Force (CAF), while also bolstering combat readiness by enabling airmen to proactively mitigate risks, prevent mishaps, and preserve combat power.

The work being requested involves providing non-personal knowledge-based services that are essential for supporting various divisions within HQ ACC. Specifically, the contractor will be responsible for delivering technical, logistical, and operational support to ACC airfields and ranges. Additionally, financial guidance and professional development services will be provided to support planning, programming, budgeting, and execution (PPBE) processes within the Resources and Budget Division (A3R). A critical component of this work includes overseeing mishap programs through the Flight Safety Division (SEF), which involves investigating safety events and developing strategies to promote proactive aviation safety.

To fulfill these requirements effectively, the contractor must supply all necessary personnel, equipment, supplies, transportation, supervision, and other items as specified in the Performance Work Statement (PWS). The contractor is expected to deliver a range of outputs from these knowledge-based services including analyses, evaluations, recommendations on scheduling and training as well as other forms of support that complement government expertise. This effort requires a qualified team capable of meeting specified standards outlined in detailed appendices such as Services Summary and Knowledge Skills Abilities.

Furthermore, general office support tasks are also part of this contract scope. Contractor personnel will be expected to engage in activities such as preparing command-level briefs according to established guidelines; attending relevant meetings; managing communications including classified emails; preparing various reports using standard software tools; operating office equipment; managing electronic files related to assigned tasks; among other responsibilities that ensure seamless operation within HQ ACC divisions.
