Description

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to support the 59th Test and Evaluation Squadron (TES) at Nellis Air Force Base, Nevada. The 59 TES plays a crucial role in the USAF's operational test and evaluation missions, particularly within the context of the Air Warfare Center's contributions to combat developments. The primary objective of this solicitation is to secure contractor services that will augment the flightline-centric data collection operations within the 59 TES Flight Test Data Center division. This effort aims to ensure uninterrupted support for its local operational test mission with a new contract award set to begin on March 16, 2026.

The specific work required involves providing comprehensive support for aircraft instrumentation systems used in operational testing. The contractor will be responsible for planning, developing, modifying, troubleshooting, and maintaining specialized airborne instrumentation systems on various aircraft models such as F-15E, F-16, F-22, and F-35. This includes performing calibration and troubleshooting tasks for installed instrumentation systems like video recording and digital data collection systems. Additionally, technicians must possess practical knowledge of electronic principles and be skilled in using electronic test equipment such as oscilloscopes and spectrum analyzers.

The scope of work also includes coordinating instrumentation requirements between different divisions to ensure mission readiness and providing technical leadership to other technicians. The contractor will evaluate, upgrade, modify, and operate instrumentation systems before, during, and after test missions. This encompasses engineering tasks related to recorder instruction or project creation as well as performing functional checkouts and mission data capture activities.

Overall, this contract seeks to enhance the capabilities of the 59 TES by ensuring that all test sorties are equipped with precise data collection instruments necessary for successful operational testing outcomes. By doing so, it supports broader USAF goals related to tactics development and evaluation while maintaining high standards of performance across multi-mission design series aircraft at Nellis AFB.
