Description

The United States Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing comprehensive engineering support services. This initiative is aimed at supporting the 56th Civil Engineering Squadron (56 CES) located at Luke Air Force Base (LAFB) in Glendale, Arizona. The overarching goal of this contract is to ensure that the 56 CES has access to skilled engineering personnel who can assist with a variety of tasks related to installation planning, project development, and construction management. By leveraging external expertise, the USAF seeks to enhance its capacity for efficient and effective project execution.

The scope of work outlined in the Performance Work Statement (PWS) includes providing full-time engineering support services that encompass a wide range of activities. The contractor will be responsible for furnishing all necessary labor, management, and materials required to perform tasks such as facilitation and meeting preparation, acquisition support, programming document preparation, project requirements definition, facility and utility condition analysis, risk management, funding management and budgeting, project management, engineering and design support. Additionally, contractors are expected to develop field drawings and cost estimates as part of their deliverables.

More specifically, the contractor will provide four full-time employees who will be integrated into two key sections within the Civil Engineering Flight at LAFB: three personnel in the Portfolio Optimization section and one in the Project Management section. These professionals must possess a combination of educational qualifications or a minimum of eight years' experience in relevant fields. Their roles will include technical assistance for construction administration support, quality assurance inspections and reporting, design drawing development, space planning assessments among other responsibilities crucial for maintaining operational efficiency within 56 CES.

This market research effort underscores USAF's commitment to maintaining high standards of quality control while ensuring timely completion of projects under its purview. By engaging qualified contractors through this solicitation process via GSA's platform while ensuring responses are submitted through specified channels the agency aims not only to streamline operations but also foster an environment conducive towards continuous improvement across its infrastructure initiatives at Luke AFB.
