Description

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to support the 355th Civil Engineer Squadron at Davis-Monthan Air Force Base (DMAFB) in Arizona. This initiative aims to enhance the management and maintenance of Facility Related Controls Systems (FRCS), also known as Industrial Controls Systems (ICS). These systems are crucial for automating several critical base functions, such as water systems, fire alarms, airfield lighting, and energy management. The transition to a more automated infrastructure is intended to reduce manpower demands while ensuring compliance with cybersecurity regulations outlined in the Air Force Manual 17-1302.

The scope of work requires acquiring network and server administrators who will support the legacy FRCS/ICS network at DMAFB. Contractors will perform comprehensive roles including planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, maintenance testing, operational integrity management of networked systems for data transmission. Furthermore, contractors are expected to provide Operations & Maintenance (O&M) level support for Microsoft/FRCS/ICS servers and Cisco/Juniper LAN switches. Cybersecurity measures must be implemented according to various standards including UFC 04-010-01 and NIST SP 800-82r2 among others. Proper documentation of all cybersecurity actions is required along with proactive network monitoring.
