USACE - USAMRICD Snow Removal and Grounds Maintenance - MRAS

The U.S. Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors for a comprehensive grounds maintenance and snow/ice removal services contract. This initiative supports the U.S. Army Medical Research and Development Command (MRDC) and its associated Medical Research Facilities (MRFs) located at Fort Detrick, MD, Forest Glenn Annex, MD, and Aberdeen Proving Ground, MD. The overarching goal of this contract is to ensure that these critical facilities maintain safe and accessible environments year-round, particularly during adverse weather conditions.

The scope of work for this contract includes a variety of grounds maintenance tasks such as policing grounds, maintaining grassed areas through mowing and fertilizing, tree and shrub care, parking lot and sidewalk cleaning, as well as vegetation control. These services are essential for the upkeep of the MRDC facilities to ensure they remain in optimal condition for both operational efficiency and aesthetic appeal.

In addition to general grounds maintenance, the contract requires robust snow and ice removal services. Contractors will be responsible for ensuring safe access to all designated facilities during winter weather events by promptly removing snow and ice from sidewalks, steps, exterior exit doors, alcoves, stairs, landings, entrance ramps, loading docks, travel paths/slide paths or access gates. The contractor must be prepared to mobilize quickly in response to notifications from the Contracting Officer's Representative (COR) regarding impending weather events.

This comprehensive approach ensures that all pathways remain clear up to their full width throughout business hours when facilities are open. By maintaining these rigorous standards across multiple sites under varying conditions throughout the year especially during critical weather events the USACE aims to support the continuous operation of vital medical research activities conducted at these locations without interruption due to environmental factors.
