USACE - Testing Laboratory - MRAS

The U.S. General Services Administration (GSA), on behalf of the U.S. Army Corps of Engineers (USACE), is conducting market research to procure geotechnical laboratory testing services for the Savannah District's Engineering Division, Geotechnical and HTRW Branch. The overarching goal of this acquisition is to support the USACE's efforts in testing soil, rock, and aggregate materials across various projects within the contiguous United States. This initiative aims to ensure that all geotechnical data collected is both technically valid and legally defensible, adhering to stringent standards set forth by relevant engineering manuals and American Standard Testing Method (ASTM) standards.

The contract will be structured as a Blanket Purchase Agreement (BPA) with a one-year base period followed by five option years. The selected Contract Laboratory will be responsible for performing a comprehensive range of tests as outlined in Engineering Manual 1110-2-1906, which includes procedures such as soil moisture content determination, particle-size distribution analysis, and unconfined compressive strength testing among others. These services are critical in providing accurate geotechnical data that supports USACE projects across all mission areas.

To qualify for this contract, laboratories must possess current validation from the USACE Materials Testing Center (MTC) through the Engineering Research and Development Center (ERDC). This ensures that all testing is conducted by qualified personnel in accredited facilities. Laboratories are also required to have at least two technicians with current American Concrete Institute (ACI) certifications for tests associated with this contract. Additionally, laboratories must maintain a primary facility within a 50-mile radius of either the USACE Savannah District Headquarters or the Savannah District Materials Testing Regional Technical Center of Expertise.
