USACE - Submerged Aquatic Vegetation (SAV) Reconnaissance - MRAS

On behalf of the U.S. Army Corps of Engineers (USACE), the General Services Administration (GSA) is conducting market research to explore capabilities related to a specific environmental reconnaissance project. The primary goal of this initiative is to facilitate compliance with various environmental regulations, including the National Environmental Policy Act (NEPA), the Magnuson-Stevens Fishery Conservation Management Act, and the Clean Water Act. This project focuses on submerged aquatic vegetation (SAV) in Taylor County, Florida, specifically within two federal channels at Keaton Beach and Steinhatchee, as well as a proposed in-water placement area known as Technical Enclosure A.

The contract involves conducting detailed diver-based surveys to identify, delineate, map, and quantify seagrasses and macroalgae resources within these designated areas. The contractor will be responsible for preparing comprehensive work plans for these surveys and performing data analysis and reporting based on collected information. This reconnaissance effort will aid USACE in planning future construction activities scheduled for fiscal year 2027 by ensuring that environmental considerations are thoroughly assessed and documented.

In addition to providing all necessary personnel, equipment, tools, materials, supervision, and other items required for service execution (excluding government-furnished items), contractors must adhere to specific performance standards outlined in the Performance Work Statement (PWS). The work must be conducted during the SAV growing season from June 1 through September 30 of 2026. This timeframe ensures that data collection aligns with optimal conditions for observing aquatic vegetation growth patterns.

This solicitation emphasizes non-personal services; thus, contractors will independently manage their employees without government interference or oversight concerning task assignments or work schedules. Furthermore, contractors must avoid performing tasks closely associated with inherently governmental functions such as managing other contractors or influencing official evaluations. By maintaining strict boundaries between contractor responsibilities and government oversight roles throughout this project's lifecycle from planning through execution USACE aims to uphold both operational efficiency and regulatory compliance standards.
