USACE - Submerged Aquatic Vegetation Resource Surveys - MRAS

The U.S. Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is seeking to conduct comprehensive market research to identify capable service providers for a critical environmental project. The overarching goal of this contract is to facilitate compliance with environmental regulations, specifically the Clean Water Act Section 401 Water Quality Certification, by performing submerged aquatic vegetation (SAV) resource surveys within Clearwater Pass in Pinellas County, Florida. This initiative underscores USACE's commitment to preserving aquatic ecosystems while ensuring that construction activities adhere to stringent environmental standards.

The work requested involves conducting diver-based pre- and post-construction SAV surveys across approximately 65 acres of designated locations within Clearwater Pass. The survey areas include specific sites such as Cuts A, AA, BB, CC, D, DD, E, F, and G. These surveys are essential for mapping and quantifying seagrasses and macroalgae resources in the vicinity of authorized dredging activities. The contractor will be responsible for providing all necessary personnel, equipment, supplies, facilities, transportation tools, materials supervision and other items required to execute these tasks effectively.

The primary objectives outlined in this contract include preparing detailed work plans for conducting SAV surveys; executing the surveys by identifying and delineating seagrass beds; mapping their distribution; quantifying their extent; and analyzing the collected data to produce comprehensive reports. These efforts are crucial for ensuring that any potential impacts on aquatic vegetation from construction activities are thoroughly assessed and mitigated.

To maintain compliance with government regulations regarding non-personal services contracts and inherently governmental functions avoidance policies have been instituted within this contract framework. The contractor must manage its employees independently without direct supervision from government personnel while ensuring all tasks align with established performance standards outlined in the Performance Work Statement (PWS).
