Description

The U.S. Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is conducting market research to identify capabilities for providing structural and engineering testing services. This initiative aims to support U.S. Army installations across several European countries, including Germany, Poland, Belgium, the Netherlands, Luxembourg, Norway, Denmark, Romania, Italy, and Hungary. The overall goal is to ensure that these installations are maintained and developed according to high safety and structural standards through a comprehensive program of testing and inspection.

The work requested under this contract involves establishing a Blanket Purchase Agreement (BPA) for on-call structural testing support services. These services will include conducting various types of inspections and tests to supplement design information for both in-house projects and those designed by architect-engineers (A-E). The contractor will be responsible for performing investigations as detailed in the Performance Work Statement (PWS), which includes tasks such as hazardous material testing, pre-design or independent technical review checks, destructive and non-destructive structural testing (e.g., concrete and asphalt testing), geotechnical assessments, utility surveys, fire flow assessments, roofing evaluations, steel reinforcement checks, unexploded ordnance surveys (UXO), and special inspections or lab tests.

Under this BPA contract structure with a maximum value of $10 million over five years or until the total aggregate amount is reached whichever comes first the contractor will be expected to provide all necessary personnel, equipment, materials, transportation logistics, personal protective equipment (PPE), supervision tools required for executing these tasks effectively. Each order issued under the BPA ("calls") will have a limit not exceeding $350K. The contractor must adhere strictly to Host Nation regulations as well as USACE standards when conducting these investigations.

In addition to providing comprehensive test results within specified timeframes following call awards from CENAU Project Managers at USACE Europe District Headquarters; contractors are responsible for ensuring quality control measures during sample collection processes while maintaining safe test environments free from public access risks throughout operations conducted across specified European locations.
