Description

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), anticipates solicitation of a requirement for Design-Build (DB) construction services to be performed in support of the Ground Based Strategic Deterrent (GBSD) Training and Collaboration Center (TACC) at - Hill Air Force Base (HAFB), Utah (UT).

The project is anticipated to include design -build (DB) construction services to construct a GBSD Training and Collaboration Center to provide a mix of secure and unclassified office, technical, and collaboration areas sized to accommodate various workgroups and teams necessary to develop and sustain the next generation Intercontinental Ballistic Missile (ICBM) weapon system. New construction will have armor-plated concrete footings and foundation, structural steel frame, insulated walls and roof, lightning protection, fire detection/suppression, and intrusion detection. Finished ceiling heights will be typical for administrative and collaboration areas. Designated areas will be constructed to ICD/ICS 705 technical standards. Secure office and some technical areas will have a raised floor system necessary for distributing and flexibility in reconfiguring multiple systems. The project includes a ground-level parking area with curbs and lighting to support both office and collaboration areas, all supporting utilities such as water, storm water and sanitary sewer, and communications connections, plus roadway improvements with curb, gutter, and sidewalks necessary to integrate the facility into the base system.

The Government anticipates design work will begin immediately upon award and that construction will be performed from June 2023 through December 2025. All work must be complete by December 2025.

In accordance with DFARS 236.204(ii) the magnitude of construction is estimated to be between $25,000,000 and $100,000,000.

The Government intends to solicit a Request for Proposals (RFP) that will result in award of a Firm-Fixed Price contract.

The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $39,500,000 annual revenue. The Product Service Code (PSC) is anticipated to be Y1AZ, Construction of Other Administrative Facilities and Service Buildings.

The solicitation is anticipated to be issued an unrestricted, full and open competition through the Governmentwide Point of Entry (www.SAM.gov) on or about 12 September 2022 with proposals tentatively due 12 October 2022.

If the Government intends to conduct a pre-proposal conference and/or site visit, the date, time, location, and access requirements will be identified in the solicitation.

Please DO NOT request a copy of the solicitation, or draft plans and specifications, as they are not currently available. Any available technical data required to respond to the solicitation will be furnished as part of the solicitation. Following solicitation release, all responsible sources may submit a proposal that shall be considered by the agency. This project and/or the anticipated solicitation may be changed, delayed, or canceled at any time.
