United States Army Corps of Engineers (USACE), Sacramento District (SPK) requires Design-Build (DB) construction services to build seven (7) earth covered reinforced concrete Munitions Storage Magazines (MSMs) also referred to as igloos, measuring 26 feet x 80 feet each, capable of storing 500,000 pounds of Class 1.1 munitions each. Work is anticipated to include demolition of 1,350 Square Meters (SM) in obsolete facilities to clear the site for the new igloos, as well as construction of access roads, reinforced concrete aprons, utilities, site improvements, communication support, and all other necessary support for the Air Force Training Center (AFTC) at - Hill Air Force Base (HAFB), Utah (UT). Facilities must be designed as permanent construction in accordance with the Department of Defense (DoD) Unified Facilities Criteria (UFC) 1-200-01. Sustainable principles, to include life cycle cost-effective practices, must be incorporated into the design, development, and construction of this project in accordance with UFC 1-200-02. This project must comply with DoD Antiterrorism Force Protection (AT/FP) requirements per UFC 4-010-01. Facility must meet DoD Explosive Safety Board (DDESB) requirements in design and construction. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(i), the magnitude of construction is estimated to be between $10,000,000 and $25,000,000.BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE PRE-SOLICITATION, SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.

Background

Work Details
The work includes building seven earth covered reinforced concrete Munitions Storage Magazines measuring 26 feet x 80 feet each, capable of storing 500,000 pounds of Class 1.1 munitions each. It also involves the demolition of 1,350 Square Meters (SM) in obsolete facilities to clear the site for the new igloos, as well as construction of access roads, reinforced concrete aprons, utilities, site improvements, communication support, and all other necessary support for the Air Force Training Center at Hill Air Force Base.
Additionally, the contractor is required to provide topographic and geotechnical design surveys and design and construct an underground counterpoise system for all base and optional Modular Storage Magazine work areas at Hill Air Force Base.

Period of Performance
The period of performance for this contract has been extended from the original date of 15-Aug-2022 to 29-Aug-2022.

Place of Performance
The construction projects will be performed at Hill Air Force Base (HAFB), Utah.
