The Government anticipates issuing a Request for Proposal (RFP) with the intent of awarding a Firm-Fixed Price construction contract for the Military Ocean Terminal (MOTCO) ERCIP 6.25MW Generator Plant Project, Concord, California

Project Description: Construct microgrid with backup generator system and distribution system on the tidal side of the installation at Military Ocean Terminal Concord (MOTCO). The microgrid system will consist of the following:

• 6.25MW of diesel reciprocating engine backup generators located close to the primary substation to provide resilience to the entire installation.
• 72,000 gallons of above ground diesel fuel storage with protected tanks.
• 15kV generator switchgear with underground express feeder to connect generators to the point of common coupling with the substation and 1200 Amp switchgear.
• 15kV metal clad switchgear located at Substation 606.
• 2000kW variable resistive load bank for generator exercising and to absorb excess capacity solely used during very low load periods.
• Approximately 12,000LF of underground ductbank and 500kcmil feeder with connection to tidal area power distribution.

In accordance with DFAR 236.204(ii) the estimated magnitude of construction is expected to be between $25,000,000 to $100,000,000. It is expected to have a duration of approximately 700 calendar days.

This prospective contract action will be conducted using NAICS Code is 237130 (Power Communication Line and Related Structures Construction). The size standard is $45,000,000. Product Service Code is Y1NZ (Construction of Other Utilities).

The solicitation will proceed as a 100% small business set-aside and is estimated to be issued on or about 17 May 2023 with proposals due tentatively on or about 20 June 2023. The RFP will be issued on the Government Point of Entry (www.SAM.gov) and will establish a firm proposal due date/time.

If applicable, the site visit date, time and location will be identified in the solicitation.
