Description

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), anticipates solicitation of a requirement for Two-Phase Design-Build (DB) construction services to be performed in support of Building 1286 Steam Plant Boiler Upgrades at Hill Air Force Base, Utah (UT).

The Government intends to solicit a Request for Proposals (RFP) that will result in award of a Firm-Fixed Price contract.

The project is anticipated to include the replacement of three (3) boilers in B1286 with two (2) new 50 MMBH boilers with new dual-fuel (natural gas/fuel oil) boilers that meet Best Available Control Technology (BACT), removal and replacement of existing boiler fuel oil underground storage tanks (USTs) with appropriately sized above ground storage tanks (AST), upgrades to seismic retrofitting and supporting equipment (deaerator, pumps, etc.), and replacement of the undersized emergency generator at B1286 to accommodate larger blower motor sizes due to flue gas recirculation (FGR). Project is anticipated to require phasing the boiler replacement in the existing plants to maintain steam production for the existing load, and new wall openings and an emergency boiler to maintain N+1 boiler redundancy in the plants.

This project may be delayed, cancelled, or revised at any time during the pre-solicitation, solicitation, selection, evaluation, negotiation and/or final award process.

The Government anticipates construction work will be performed from Fall 2022 to March 2024. All work must be complete by March 2024.

In accordance with DFARS 236.204(i) the magnitude of construction is estimated to be between $10,000,000 and $25,000,000.

The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) Code 238220, Plumbing, Heating, and Air-Conditioning Contractors. The Small Business Administration size standard for the applicable NAICS is $16,500,000.00 annual revenue. The Product Service Code is Z2NB, Repair or Alteration of Heating and Cooling Plants.

The Phase 1 solicitation is anticipated to be issued as a total small business set-aside through the Governmentwide Point of Entry (www.SAM.gov) on or about the end of February 2022 with Phase 1 proposals due tentatively mid-March 2022.

Any available technical data required to respond to the solicitation will be furnished as part of the solicitation. Following solicitation release, all responsible sources may submit a proposal that shall be considered by the agency. This project and/or the anticipated solicitation may be changed, delayed, or canceled at any time.

It is anticipated that any future solicitation and/or resulting contract will be subject to the E-Verify Employment Eligibility Verification Program (http://www.uscis.gov/e-verify), sustainable acquisition requirements, and / or high-performance sustainable building design and construction practices (https://www.epa.gov/greeningepa/guiding-principles-federal-leadership-high-performance-and-sustainable-buildings).

USACE SPK will not review capabilities statements submitted in response to this Synopsis or coordinate partnering arrangements between parties. Contractors should check SAM.gov frequently for changes to the interested vendors list and this notice.
