USACE - Rainwater Harvesting Sys Maint/Insp Services - MRAS

The United States Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors for a non-personal services contract. The primary objective of this contract is to provide comprehensive maintenance and inspection services for the Rainwater Harvesting systems located at the United States Army Garrison Fort Buchanan, situated in Guaynabo, Puerto Rico. This initiative supports USACE's broader goal of ensuring sustainable water management practices while maintaining high standards of operational efficiency and safety within military installations.

The scope of work includes regular maintenance and inspection of existing Rainwater Harvesting systems, which are crucial for treating rainwater collected from building gutters for potable use. The systems comprise various components such as rainwater collection tanks, carbon tanks, filters, liquid chlorine tanks, treated storage tanks, and pressurized water tanks. Each system is designed to efficiently filter debris and organic material using an ozone disinfection system before undergoing further treatment through activated carbon units and a 0.35-micron pleated filtration system. The treated water is stored in polypropylene tanks where it undergoes continuous circulation and sodium hypochlorite treatment before being distributed through centrifugal pumps to pressurized water tanks connected to building distribution systems.

Currently, there are twenty Rainwater Harvesting systems operational at Fort Buchanan, with plans to install nine additional units by the end of Fiscal Year 2026. These systems vary in size based on the drinking water demand of their associated buildings, ranging from 2,000-gallon units up to 12,000-gallon units. Powered by solar panels with battery backup and equipped with advanced telemetry and datalogging capabilities housed within Conex containers, these systems also incorporate provisions for integrating public water supply when necessary.

The contractor will be responsible for providing all necessary personnel, equipment, supplies, transportation tools, materials supervision required for executing these services as outlined in the Performance Work Statement (PWS). It is imperative that contractors adhere strictly to guidelines ensuring non-personal service delivery while avoiding any inherently governmental functions or activities prohibited under Brooks-Act regulations concerning architect-engineer type services.
