USACE - Program Analyst Support - MRAS

The U.S. Army Corps of Engineers (USACE), through the General Services Administration (GSA), is conducting market research to identify capable contractors for a non-personal services contract. The goal is to support the Pittsburgh District in managing its Civil Works inland navigation waterway mega projects. These projects are crucial for maintaining and improving the infrastructure associated with major waterways, such as the Upper Ohio Navigation Project and Monongahela River Locks and Dam, among others. The contract seeks to enhance project and program management capabilities, ensuring that these large-scale initiatives are executed efficiently, with proper financial oversight.

The work involves providing comprehensive program and project management analysis support services. This includes offering labor resources to assist Pittsburgh District Project Managers in managing finances related to these mega projects. The contractor will be responsible for gathering financial data, analyzing it, and presenting findings alongside actionable recommendations that enable informed decision-making by project managers. The aim is to maintain project schedules while adeptly handling complex funding arrangements and reporting requirements.

In addition to financial analysis, contractors will be tasked with preparing funding requests, budget packages, and performance reports necessary for effective project management. Continuous monitoring of financial activities will be essential to provide timely updates on project status and funding needs. Occasionally, upon government request, similar support may be extended to other programs outside of the Pittsburgh District's primary focus areas.

The period of performance for this contract will initially span one base year from the award date, with potential extensions through two additional option years. Contractors are expected to perform their duties primarily at the Pittsburgh District Headquarters in Pittsburgh, PA; however, some telework may be permitted under specific conditions agreed upon with the Contracting Officer's Representative (COR). This arrangement ensures flexibility while maintaining focus on delivering high-quality outcomes aligned with USACE standards.
