DESCRIPTION OF REQUIREMENT:

This notice does not constitute a solicitation or request for proposal (RFP), quote (RFQ), or invitation for bid (IFB), nor does it guarantee any forthcoming solicitation. A draft Purchase Description will be attached to this listing. The government is conducting Market Research to identify qualified and interested parties for the potential procurement described below.

The U.S. Army Corps of Engineers (USACE), Kansas City District (NWK) has a need for a contractor to supply 350-500 parking passes permitting employee parking at an access-controlled parking facility, single or multiple lots, within a three-block (walking) radius of the Richard Bolling Federal Building located at 601 E 12th St, Kansas City, MO 64106.

Currently the minimum number of spaces is 350 with the potential maximum being 500. Any forthcoming solicitation would be for five 12-month periods. The parking passes procured must allow access to a parking facility that complies with all applicable federal, state, and local requirements, including ADA accessibility.

INFORMATION REQUESTED:

Interested Parties are invited to submit the following:

1. Company Information:

  • Name, address, UEI/CAGE code
  • Point of Contact (name, email, phone)
  • Business size (small/large and socioeconomic status) under NAICS 322299 All Other Converted Paper Product Manufacturing (parking passes)

2. Capabilities Statement:

  • Number of available parking spaces with the specified location. Either the number currently available, or the number of spaces that would be allocated in response to any solicitation issued for this requirement.
  • Any restrictions or conditions on the use of the spaces.

3. Experience:

  • Previous contracts or agreements for government or large organizational parking leases or other requirements.

Responses shall be submitted electronically via email to Purchasing Agent Austin Anderson at austin.anderson@usace.army.mil. Responses should be submitted not later than 23 JULY 2025 5:00 P.M. C.D.T.

Background
The U.S. Army Corps of Engineers (USACE), Kansas City District (NWK) is conducting market research to identify qualified contractors for the potential procurement of parking passes.

The goal is to secure employee parking at an access-controlled facility near the Richard Bolling Federal Building in Kansas City, MO, which supports the agency's mission to provide essential services and infrastructure.

Work Details
The contractor shall supply between 350 and 500 parking passes that permit employee access to an access-controlled parking facility within a three-block radius of the Richard Bolling Federal Building located at 601 E 12th St, Kansas City, MO 64106.

The parking spaces must be available from Monday at 5:00 a.m. through Friday at 5:00 p.m., excluding federal holidays. The contractor may provide special decals or validation measures but will not designate specific markings for Corps employee vehicles.

Spaces must also be accessible on weekends and after hours on weekdays. Compliance with federal, state, and local requirements, including ADA accessibility, is mandatory.

Period of Performance
The contract term will consist of one base year (12 months) with four one-year option periods, beginning October 1, 2025.

Place of Performance
The parking facility must be located within a three-block walking radius of the Richard Bolling Federal Building at 601 E 12th St, Kansas City, MO 64106.
