The U.S. Army Corps of Engineers, New England District would like to invite marine construction industry contractors to our New Haven Harbor Improvement Dredging Virtual Industry Day.

Project Authorization:

New Haven is Connecticut's largest seaport and is located on the northern shore of Long Island Sound (LIS) on the central Connecticut coast. The existing Federal navigation project (FNP) was adopted by the Act of 1852 and modified by the Acts of 1870, 1871, 1873, 1875, 1878, 1879, 1882, 1890, 1899, 1902, 1905, 1907, 1910, 1912, 1913, 1930, 1935, 1945, 1946, 1949, 1955, and 1986. The existing project, as completed in 1950, consists of (1) a 35-foot main channel, 400 to 500 feet wide, widened to 800 feet along the wharves to form a maneuvering basin, (2) a 16-foot anchorage in the upper harbor west of the main channel, (3) a pile and stone dike extending easterly from Sandy Point, (4) 18 and 16-foot channels in the Quinnipiac River, (5) a 12-foot channel in the Mill River, and (6) a 12-foot channel and 6-foot anchorage in the West River. The project also includes three offshore stone breakwaters totaling about 12,100 feet long providing a refuge in the outer harbor.

The New Haven Harbor Improvement Dredging contract will include deepening the main channel, maneuvering area, and turning basin from -35 to -40 feet, MLLW, widening the existing channel by 100 feet (from 500 feet to 600 feet in the entrance outside the breakwaters and from 400 feet to 500 feet inside the harbor), lengthening the turning basin, and widening the channel bend near the East Breakwater from 560 feet to 800 feet. These improvements will require dredging about 4.6 million cubic yards (cy) of ordinary improvement material and removing up to 60,000 cy of rock for a total of 4.66 million cy (Volume includes +2 feet of allowable overdepth in areas of regular material and +4 feet of allowable overdepth in areas of rock). Total dredge volumes presented above are subject to change after the 2025 - 2026 maintenance dredging work is completed. The material proposed to be dredged from the harbor is composed of mainly silt and clays with some fine sand in the entrance channel. The material has been determined to be suitable for unconfined open water placement and for beneficial use in a limited capacity at four local sites. The Quinnipiac, Mill, and West Rivers are not part of the improvement effort.

The event will be a virtual project overview presentation followed by meeting time slots to discuss project specifics one-on-one with the New England Team. The event will take place on May 15, 2025, from 10:00 am to 12:00 pm. Individual meetings will be offered to construction contractors every 30 minutes from 12:30 pm to 3:00 pm that same day. These meetings will be offered on a "first come, first served" basis. The purpose and focus of the event will be to seek marine construction industry input and answer questions regarding best practices for the technical execution of the improvement project. A list of questions and available project information will be provided at least one week ahead of May 15, 2025.

All interested attendees must pre-register by e-mail to Lauren Jacobs (email below) or the Contract Specialist by no later than May 12, 2025. If interested in participating in the one-on-one meetings after the presentation, please indicate that in your email to register for the event and a time will be assigned based on the available time slots remaining. Telephone requests will not be accepted. Registration must include name, company, daytime telephone number, e-mail address, and your relation to the marine construction industry as reason for attendance. You are requested to provide a count of how many people (from each registered Contractor) will be in attendance.

This is a non-fee event. This announcement is not a contract solicitation, request for proposal of any sort, a promise to issue any future contract, a forum to discuss upcoming work (other than for the New Haven Harbor Improvement Dredging), or a commitment to offer work of any kind on the part of the Government. The Government will not assume liability for costs incurred by an attendee.
