USACE - MPBI Data Analytics Support - MRAS

The U.S. Army Corps of Engineers (USACE), through the General Services Administration (GSA), is conducting market research to explore capabilities related to the Military Programs Business Intelligence (MPBI) Data Analytics Support. The primary goal of this initiative is to enhance the effectiveness and efficiency of data management and analytics processes within military programs. This effort aims to ensure that all MPBI products are effectively supported throughout their lifecycle, from initial development through maintenance, ensuring they meet the evolving needs of end-users.

The scope of work involves providing comprehensive support services for existing MPBI products. This includes gathering and analyzing business requirements for both new and existing reports and dashboards, as well as designing, developing, testing, and deploying these solutions. Additionally, contractors will be responsible for implementing data archiving processes in line with established guidelines and retention policies. A critical component of this project is maintaining thorough technical documentation for all MPBI products, managing a robust version control system, and offering timely help desk support to resolve user issues efficiently.

To ensure compliance with federal cybersecurity standards, contractors must have systems capable of processing Federal Contract Information (FCI) or Controlled Unclassified Information (CUI) in accordance with Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements. The contractor will not only manage their employees independently but also integrate all necessary activities to execute the project effectively while ensuring customer satisfaction through professional conduct.

Contract administration requires establishing clear organizational structures to manage resources effectively. Contractors must respond promptly to government requests related to contractual actions while maintaining accurate records of personnel efforts on the project. Deliverables include a Project Management Plan adhering to PMBOK 2021 standards, transition plans for phase-in and phase-out processes between contractors, monthly status reports, a detailed roadmap updated quarterly starting October 2026, and a cross-training plan for personnel involved in supporting these efforts.
