Description

The U.S. Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is conducting market research to identify qualified small businesses capable of supporting the USACE Mobile District's Construction Management Program. This initiative forms part of a broader strategy to enhance construction management services across federal and military installations within the Mobile District's Area of Responsibility, which spans southeastern states as well as Central and South America. The overarching goal is to ensure comprehensive support and effective management of construction projects, aligning with USACE's commitment to maintaining high standards in engineering and construction.

The anticipated contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) procurement, allowing for flexibility in issuing task orders based on specific project needs. The type of work required encompasses a wide range of construction management services. Key tasks include biddability and constructability reviews for building projects, preparation and analysis of contract-related documents such as cost estimates and project schedules, delay impact analysis, claims and change order evaluations, contractor submittal reviews, shop drawing assessments, and quality assurance activities related to building inspections. These services are critical in ensuring that construction projects are executed efficiently while adhering to regulatory requirements.

To execute these tasks effectively, selected firms must possess expertise across various engineering disciplines including project management, architecture, civil engineering, mechanical engineering, electrical engineering, structural engineering, cost estimation, construction quality assurance inspection across multiple specialties (civil, electrical, mechanical), project scheduling, environmental compliance specialization among others. Firms should have the capability to manage multiple disciplines concurrently while executing at least four task orders simultaneously with an average value per task order ranging from $3 million to $10 million.

This market research effort also aims to identify potential small business partners who can self-perform more than 50% of the work required under this contract. The North American Industrial Classification System (NAICS) code applicable for this procurement is 541330 - Engineering Services. Companies interested in participating must demonstrate their capacity through past performance on similar IDIQ contracts within the last five years and provide detailed information about their capabilities including personnel availability by discipline within the Mobile District boundaries.
