USACE - Military Ocean Terminal Concord and Sunny Point - MRAS

The U.S. Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is conducting market research to assess the capabilities required for a significant remediation and scrapping project at two critical military logistics hubs: Military Ocean Terminal Concord (MOTCO) in California and Military Ocean Terminal Sunny Point (MOTSU) in North Carolina. These terminals serve as vital nodes for the transfer of military equipment, weapons, ammunition, and explosives between rail, trucks, and ships. The overarching goal of this initiative is to ensure these facilities are maintained to support their critical logistical roles effectively.

The primary focus of the contract involves two main tasks: asbestos abatement and railcar scrapping. At MOTSU, there are fifty-eight 28000 Series Railcars that have been stationary since February 2022 on specific tracks within the facility. These railcars require careful handling due to their construction materials, which include steel and asbestos components. The work will involve safely removing asbestos from these railcars before proceeding with their dismantling and disposal as part of a comprehensive scrapping process.

Both MOTCO and MOTSU house boxcars that were produced during the post-World War II era (1948-1955) under standards set by the Association of American Railroads. Given their age, these boxcars necessitate specialized handling procedures to manage potential environmental hazards associated with asbestos exposure while ensuring compliance with safety regulations throughout the remediation process. Contractors will be expected to demonstrate expertise in hazardous material management along with proficiency in large-scale demolition operations.
