USACE - John H. Kerr Elevator Inspection and Repair - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the U.S. Army Corps of Engineers (USACE) for a contract opportunity at the John H. Kerr Powerhouse in Boydton, Virginia. The primary objective of this solicitation is to ensure the safe and efficient operation of critical infrastructure by performing regular maintenance and inspections on elevators located within the powerhouse and dam. This initiative aligns with USACE's commitment to maintaining operational safety standards and ensuring compliance with federal regulations.

The scope of work requires a contractor to undertake annual inspections and load tests on two elevators one situated in the powerhouse and another within the dam structure. These inspections are crucial for identifying any potential issues that could compromise elevator performance or safety. In addition to routine checks, the contractor will be responsible for conducting minor repairs as necessary, with an allocated budget cap of $5,000 per elevator each year. The contractor will also provide recommendations for further repairs or upgrades if needed, which will be reviewed by the government before execution.

Load testing is an essential component of this contract, designed to verify that each elevator can safely handle its designated capacity. This test must be conducted in accordance with Section 1002.3, ANSI A17.1 standards, as well as guidelines from the Elevator Industry Field Employees' Safety Handbook. The initial load test is scheduled during the base year of the contract period, with subsequent tests planned every five years thereafter to ensure ongoing compliance and functionality.

This contract includes a base period followed by four one-year option periods, providing flexibility for continued service based on performance outcomes and evolving needs at John H. Kerr Powerhouse. All services must be completed within 120 days from award date each year to maintain uninterrupted operation at this critical facility.
