Description

Background
The U.S. Army Corps of Engineers (USACE) HQ/Mission Support Battalion (UMSB) Library has a requirement for an in-depth Congressional Reporting Service that tracks every manner of Congressional activity, both current and historical. This service will provide biographical and up-to-date information on members of Congress and their staff, enabling USACE personnel to respond to Congressional inquiries and prepare for testimony before Congress. The procurement is being conducted under Simplified Acquisition Procedures and is set aside for small businesses.

Work Details
The contractor will provide an online subscription service that includes:
- Access to historical and present-day full-text documents, indices, abstracts, news, current events, transcripts, policy, and analysis documents.
- Authentication via password logins with reliable access during normal business hours (max 24 hours downtime).
- Six individual enhanced user accounts with capabilities to save searches, request unlimited transcripts, and receive email alerts for new content.
- Full text availability of all Congressional publications from the 98th Congress (1983) onwards including Bills, Resolutions, Reports, Hearings, Testimony, Amendments, etc.
- Access to transcripts of public laws dating back to 1800 and comprehensive collections of government/agency source documents.
- Daily reporting products from experienced Hill reporters and former staffers.
- Ability to run comparisons between multiple Congressional actions and track appropriations.

Period of Performance
The initial period of performance is 12 months starting from September 30, 2026 through September 29, 2027 with options for four additional years.

Bidder Requirements
This opportunity is a Small Business Set Aside - Total (SBA). Bidders must demonstrate technical capability in providing the required Congressional Reporting Service as outlined in the Statement of Work.

Offers are due Tuesday, 22 September. The U.S. Army Corps of Engineers (USACE) HQ/Mission Support Battalion (UMSB) Library has a requirement for an in-depth Congressional Reporting Service that tracks every manner of Congressional activity, both current and historical, and that also includes biographical and up-to-date information on members of Congress and their staff. This procurement will be awarded under Simplified Acquisition Procedures. It is the Offeror's responsibility to ensure the quote has been received by the contracting office via email; include W912HQ26QA034 in subject. Fax quotes will not be accepted. Late quotes will be processed in accordance with RFO 52.212-1(c) Late submission, modifications, revisions, and withdrawals of offers.
