USACE - GA130 HVAC Lifecycle - MRAS

The U.S. Army Corps of Engineers (USACE), through the General Services Administration (GSA), is conducting market research to support a critical infrastructure project at the 81st Readiness Division, located at the U.S. Army Reserve Center in Warner Robins, Georgia. This initiative aims to replace outdated and failing HVAC systems to ensure reliable climate control within the facility. The existing air-cooled chillers and condensing boilers have reached the end of their lifecycle, resulting in increased operational failures and inefficiencies that compromise mission objectives.

The project involves procuring installation services for new chillers (CH-1 & 2) complete with associated pump kits, as well as replacing boilers (B-1 & 2). Additionally, the contract requires updating the front-end Direct Digital Control (DDC) controller to facilitate software upgrades and ensure system compatibility. A Hydronic Test and Balance will be conducted post-installation to verify system performance. The total duration for completing this work is set at 210 calendar days from the award date, encompassing all phases from material acquisition to equipment startup.

This performance work statement outlines specific tasks necessary for proper operation of the building's systems, including removal of existing equipment and installation of new components. Contractors are expected to coordinate with key contacts regarding system downtimes or potential impacts on facility operations during regular working hours typically from 0800-1600 Monday through Friday and may require prior approval for any work outside these hours.
