USACE FY27 Galveston Harbor and Channel - Pelican Island PA Dewatering

Background
The U.S. Army Corps of Engineers, Galveston District is seeking to gather information regarding the capabilities and qualifications of various industry members, including small businesses, for the Galveston Harbor and Channel – Pelican Island PA Dewatering project.

This sources sought notice aims to assess interest in the project and does not constitute a procurement commitment. The estimated order of magnitude for this effort is between $5,000,000 and $10,000,000.

Work Details
The project involves dewatering work at the Pelican Island Placement Area (PA), which is an upland site located west of the Galveston Harbor and Channel and south of the Texas City Channel.

The work will consist of creating dewatering ditches to dry material and facilitate interior damage repair. Potential restoration of dikes may also be included as part of Schedule 1. The contractor must demonstrate experience as a prime contractor on dredged material placement areas, particularly in wet conditions, using low ground pressure equipment suitable for soft/wet materials.

Period of Performance
The contractor shall begin work within 10 calendar days after receiving the Notice to Proceed. Performance and Payment Bonds are required within 5 calendar days after award, with pre-award documents due within 2 calendar days after bid opening.

Pelican Island Placement Area (PA), Galveston County, Texas.

Bidder Requirements
Bidders must provide Performance and Payment Bonds, a Unique Entity Identifier (UEI) & Commercial and Government Entity (CAGE) number, firm details including address and contact information, indication of intent to bid if set-aside for small business categories (SB, 8(a), HUB-Zone, SDVOSB, EDWOSB, WOSB), evidence of specialized experience in dredged material placement areas, documentation of up to five relevant projects with details on contract numbers and contacts, a list of current commitments with completion dates, and bonding capacity including bid bond (20% of total bid amount) and performance/payment bond (100% of contract amount). Firms failing to provide all required information may be excluded from consideration.
