USACE - Fuels Service Order Desk Support - MRAS

The U.S. Army Corps of Engineers, Engineering and Support Center in Huntsville (CEHNC), in collaboration with the General Services Administration (GSA), is seeking market research responses for a non-personal services contract task order. This contract is aimed at providing Facility Support Services to support the CEHNC's Facilities Division Fuels Program. The primary goal of this initiative is to ensure that all work performed under this contract meets the applicable regulations and directives, aligning with CEHNC's mission requirements.

The scope of work involves comprehensive support for the Fuels Service Order Desk, which requires the contractor to supply all necessary personnel, supervision, materials (excluding computers and monitors), equipment, transportation, and training. The contractor will be responsible for implementing innovative and cost-effective methods to fulfill the Performance Work Statement (PWS) requirements while adhering to performance-based and results-oriented work standards. It is imperative that all services rendered conform to measurable standards of quality, timeliness, and quantity as specified in the PWS.

To maintain a non-personal service structure within this contract, specific guidelines are outlined for contractors. These include ensuring effective supervision of personnel without allowing government officials direct involvement in managing or evaluating contractor employees' performance. Additionally, contractors must maintain professional distance from government employees while ensuring proper communication channels are established through a designated Contract Manager who liaises with the Government's Contracting Officer Representative (COR).

This contract will be executed at CEHNC's facility located at Redstone Arsenal in Alabama with core operational hours defined as 0630-1800 CST from Monday through Sunday excluding Federal holidays. The contract duration includes one base year followed by four one-year option periods along with a potential six-month extension as per FAR 52.217-8 regulations.
