The Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is undertaking a significant project to upgrade the DC Power Plant systems at Ft. Campbell's RNEC Unified Communications Center and associated ADNs. This initiative is driven by the need to replace aging components that have surpassed their useful life, ensuring a reliable power supply crucial for operational efficiency. The overarching goal of this project is to enhance the reliability and performance of power systems within these critical facilities, thereby supporting the Army's communication infrastructure.

The scope of work involves a comprehensive replacement of rectifier and inverter equipment components across several buildings, including 95, 2579, 6079, 6642, 7030, B7254, and 7943. The contractor will be responsible for furnishing and installing new inverter modules along with DC disconnects tailored to each building's specific requirements. Additionally, new AC conduits, conductors, and circuit breakers will be installed from the Main Distribution Panel (MDP) to the new inverter system and further connected to existing Inverter Panels.

Further technical requirements include installing new rectifiers, RPM modules, and battery monitoring probes within the DC Plant. This involves setting up AC conduits from existing Rectifier Panels to the new DC Plant and connecting them to existing battery banks. A grounding system must also be established from each inverter system and DC Plant to integrate seamlessly with building grounding systems. Once operational testing confirms functionality, existing rectifier and inverter components will be disconnected and removed.

To ensure successful execution of this project, contractors must possess a minimum of ten years' experience in installing similar DC Plant/Inverter systems. Additionally, they should have at least five years' experience working in high-reliability data center environments classified as Tier III or Tier IV by Uptime Institute standards. Coordination with USACE Contracting Officer Representatives (COR) is essential throughout all phases of this project.
