Description

The General Services Administration (GSA), on behalf of the U.S. Army Corps of Engineers (USACE), is conducting market research to identify potential contractors for facilities management support at Picatinny Arsenal, NJ. The primary objective of this contract is to ensure efficient and effective management of facility maintenance activities through the integration and utilization of the General Fund Enterprise Business System (GFEBS) and SMS Builder. This initiative aims to enhance operational efficiency, improve data accuracy, and facilitate informed decision-making regarding facility maintenance and capital improvement projects.


The scope of work includes several key tasks aimed at enhancing facilities management operations. Task 1 focuses on Contract Data Requirements, where the contractor is responsible for preparing Monthly Status Reports (MSR). These reports will provide a comprehensive overview of task progress, unresolved issues, meetings conducted, and any schedule changes. The contractor must ensure that critical issues are promptly communicated to relevant government personnel. This task ensures transparency and accountability in project execution.


Task 2 involves Facilities Management Support with a strong emphasis on GFEBS Plant Maintenance. The contractor will be granted access to GFEBS for managing work orders, collecting work data, and analyzing equipment information. This data will be used collaboratively with government stakeholders to develop an Annual Work Plan and prioritize capital improvement efforts. Additionally, the contractor is responsible for providing GFEBS training to Directorate of Public Works (DPW) staff as needed, ensuring that personnel are proficient in using the system for daily operations such as entering Direct Maintenance Orders (DMOs), Preventive Maintenance Orders (PMOs), Planned Work Orders (PWOs), and Other Work Orders (OWOs).


Furthermore, the contractor must implement quality control procedures on all GFEBS data entries and conduct regular analysis based on system data to generate reports requested by the Contracting Officer's Representative (COR). Collaboration with other DPW divisions is essential for process improvement initiatives aimed at developing best practices within facilities management operations. All records generated by the contractor during this contract are considered government property and must be made available upon request by authorized representatives.
